General
The Finance Department is responsible for administering and maintaining the Town’s fiscal operations. These operations are governed by N. C. General Statutes, generally accepted accounting principles, State and Federal grant requirements, and ordinances, policies, and procedures adopted by the Town. The duties and operations of the department include accounting and financial reporting, cash management, accounts payable, fixed assets, debt and debt service management, privilege licenses, payroll, purchasing and procurement, and commercial sanitation and miscellaneous billings. The department also has a major role in the Town’s insurance and risk management services.
One of the department’s primary responsibilities is providing accurate and timely financial information for internal and external use. This includes maintaining the general ledger and subsidiary ledger for the Town’s various funds, preparing reconciliations, reporting to outside agencies such as the State and Federal Government, providing financial statements and related information to the Board of Commissioners and Town management, and ensuring that funds are spent in accordance with the annual budget and multi-year project ordinance budgets adopted by the Town of Hope Mills Board of Commissioners. The department also works closely with the Town Manager in preparing the annual operating budget.
Taxes and Fees Billed on the Annual Property Tax Bill
Property Taxes
The Cumberland County Tax Administration Department handles all assessment, valuation, billing and collection of property taxes for the Town of Hope Mills. Bills are calculated based on the tax rate that is established by the Hope Mills Board of Commissioners during the annual budget process. For the fiscal year 2011 – 2012, the tax rate is $0.42 per $100 of property valuation with an additional $0.05 per $100 of property valuation for recreation.
Vehicle License Fees
The Town has a $5 vehicle license fee that is billed on the property tax bill. No license plate or decal is required or furnished.
Residential Sanitation and Recycling Services
As part of the annual budget process, the Board of Commissioners adopts a fee for residential garbage and recycling. For the fiscal year 2011-12, that fee is $192 which is based on $16 per month. This fee covers residential service for once per week trash and recycling pickup.

Business Privilege Licenses
Any individual, partnership or corporation operating a business or engaged in business activity within the city limits of the Town of Hope Mills must have a business privilege license unless their business is exempted by NC General Statutes. If a company or individual is engaged in more than one type of business activity within the city, a separate license may be required for each type of business activity. A separate license is required for each business location in the city limits.
A privilege license must be obtained no later than the first day of business operation. Renewals of privilege licenses should be done before July 1st of each year and are for the period July 1 through June 30.

The Town periodically makes available for purchase items that it has declared to be surplus property. This ranges from used vehicles to various equipment items. Bidding on Requests for Proposals or Bids by the Town of Hope Mills
The Town is required by NC General Statutes and its own ordinances and policies to competitively request proposals for goods and services based on price and/or qualifications. Examples of past requests include vehicles and equipment, financial institution financing as allowed by the General Statutes, professional services such as engineering, and recycling service for the Town’s residential customers.
