Illicit Discharge & Connection Program

Frequently Asked Questions

What is an illicit discharge?

An illicit discharge is any direct or indirect non-stormwater discharge into the storm drain system other than allowable exceptions.  Common illicit discharges are commercial vehicle washing, chemical pressure washing, and trash.

What is an illicit connection?

An illicit connection is an illegally connected pipe or any other improper connection that conveys illicit discharges to the storm drain system.  Illicit connections can usually be repaired by connecting the pipe to the sanitary sewer system.

What is the problem with illicit discharges & stormwater pollution?

Every cigarette butt or other improperly discarded waste wil leventually end up going through the stormwater system which connects to local creeks and waterbodies.  The total impact of stormwater pollution is the number one pollution problem for streams, lakes, and rivers.  Polluted waters have a negative impact on everything from the economy to human health.illicit1

How do I dispose of used oil and other automotive waste fluids?

Most auto parts stores accept used oil for recycling at no charge.   Used oil and other household hazardous waste can be disposed of at the Cumberland County House Hold Hazardous Waste Facility.   Additionally, every April there is a Household Hazardous Waste Drop-Off Event hosted by the Hope Mills Stormwater Department on the same date as the Town's Clean Sweep Event.

How do I report an illicit discharge or connection?

Call the Town of Hope Mills Stormwater reporting hotline at 910-424-4555 x3516.  If no one is available,  simply leave a voicemail and staff will investigate as soon as possible.  If the discharge involves an emergency or immediate public health risk, please call 911 to alert emergency services first.

What information should I report?

Most importantly report the location and time the discharge was discovered.  All additional information is optional; however, any additional information is helpful.  If you would like a follow up after the suspected illicit discharge is investigated, a name and phone number is needed.  If no follow up is requested the discharge can be reported anonymously.

What is the primary pollution concern for Hope Mills?

In Hope Mills, the most obvious stormwater pollution is common trash and debris.  This involves everything from cigarette butts to trash dumped intentionally or blowing out of the back of a truck.  Trash and litter doesn't just go away when it's carried away by stormwater; it goes downstream and accumulates in our waterways making them unsafe, unpleasant, and not suitable for use.
